- Emergency Assistance Program- Also includes an emergency assistance program-assistance to elderly, handicapped, and other low income persons with their winter heating and summer cooling bills. The Home Energy Assistance is a federally funded program that provides funds to help meet utility costs of low income eligible disabled and elderly adults. They also provide weatherization, which prevents air filtration through insulation to help reduce utility bills.

Services: Provides outreach and application assistance for the CoverKids program in Southeast Tennessee. Also works with TennCare Transportation, East Tennessee Teen Institute, and Department of Mental Retardation Services. Services Include: (1) Coverkids insurance program (outreach and application assistance-visit www.CoverTN.gov for eligibility requirements, program open to TN residents who do not have medical insurance coverage); (2) DMRS independent support coordination (open to all individuals who are active with the Division of Mental Retardation via the Medicaid Waiver); (3) East Tennessee Teen Institute (ETII) for youth ages 12-18 within the Eastern Grand Region of Tennessee, must be alcohol, tobacco, and drug free. This program is committed to implementing peer prevention, evidence based strategies in their schools and communities to address alcohol, tobacco, and other drug use. This agency is funded through a block grant from the TDMHDD’s DADAS. (4) The Strategic Prevention Framework-State Incentive Grant is a federal grant distributed through the TDMHDD’s DADAS for community anti-drug coalitions to develop strategies based on the 5 steps of SAMHSA (Substance Abuse and Mental Health Services Administration) Strategic Prevention Framework. The CSA role is to serve as the Coalition’s Fiscal Agent and provide technical assistance when needed. (5) TennCare Transportation-SECSA’s TennCare Transportation Department schedules transportation to covered medical and behavior health appointments for TennCare enrollees served by SECSA’s contracted MCO’s (BCB, TCS, PHP, CSH) and BHO-Magellan Health Services (TCS, Prem), verify and process Transporter’s invoices to MCO’s for direct payment to the transporter and monitor on the MCO’s behalf, the transporter’s compliance to the terms and conditions of their contract. (6) Policy Studies Inc. Transportation- SECSA Transportation Department arranges for the provision of transportation services to PSI Recipients through vendors selected by SECSA.
